The Herald reports: “THE most significant new power to shift from Whitehall to Holyrood yesterday brought £326m of annual spending on railways.Following negotiations on the finances between Alistair Darling, the transport and Scottish secretary, and the Scottish Executive, the sum being added to the executive budget brought with it a promise from Jack McConnell, the first minister, that there was £17m earmarked for enhancements to railways in Scotland.

That brought a promise yesterday that at least the first phase of developing Waverley Station, Edinburgh, could go ahead. That will mean two additional platforms at either side of the station, with track changes allowing a rise in hourly trains from 24 to 28, plus promised improved disabled access.”

Whoo hoo! Two new platforms, now this is the new Scotland I’d imagined until you read on…

“However, the announcement yesterday suggests that further development of the east coast hub could be delayed, as it will no longer be possible to bid for support from London beyond the sum being added to the block grant.

It is also expected that the executive is soon to make the first moves to improve Haymarket station in the capital. “
